Dr. Bertrand is a Wisner Professor of Public Health of Tulane University since 1986 and serves on the Infectious Disease Advisory Board of the National Institutes of Health (NIH). He formerly served as the university’s Vice President for University Planning, Research & Innovation, from 1994 to 1998 and thereafter as Director of the Payson Center. His working experience in Latin America and Africa spans over 30 years, notably founding – and from 1985-1992 co-directing – the Zaire School of Public Health, University of Kinshasa, the first school of public health in Zaire. He was also the principal investigator and initiator of the FEWS (Famine Early Warning System) project for seven famine-affected countries of Sub-Saharan Africa. He is currently applying his expertise in monitoring and evaluation of service delivery systems as a consultant for the Second Independent Evaluation of UNAIDS. His other interests include indicator systems, social epidemiology, management information systems, information technology use and transfer, international social policy on technology impact assessment, social impact assessment, and economic development, modernization and innovation. Dr. Bertrand is committed to the belief that scientific and technological advancement and application is just as critical in developing countries as developed countries. |
